Holder of a bachelor’s degree in bio-agronomy from Université Laval since 1990 and a master’s degree in business administration from HEC Montréal since 2006, Mr. Pelletier has worked for the Canadian Pork Council, the Canadian Poultry and Egg Processors Council and the Union des producteurs agricoles. Mr. Pelletier has been self-employed since 2008 and works primarily on the development of animal health intervention plans for the Équipe québécoise de santé porcine (EQSP), the Équipe québécoise de contrôle des maladies avicoles (EQCMA) and the dairy and beef sectors in Quebec.

Mr. Louis-Philippe Roy, president of the EQSP since 2023, is an independent pork producer from Saint-Michel-de-Bellechasse in the Chaudière-Appalaches region. He has been president of the Éleveurs de porcs de Québec since 2023. He stands out for his mobilizing leadership and has always had the development and health of the sector at heart.
Situation mondiale / Global Situation - M. Vincent ter Beek, Pig Progress
Vincent ter Beek has been working for Pig Progress since 2005 and he became editor of the magazine and website two years later. Before joining Reed Business Information, later Misset, he worked as a journalist at a Dutch newspaper and as a college teacher. He graduated from Groningen University in 2001, held an MA in history and journalism and he followed a post-graduate journalism course in the United Kingdom. Being an agricultural ‘immigrant’, he quickly learned his way in the pig industry. Still, he is able to observe the pig industry from a different angle – and will not hesitate to do so regularly.
Processus d’intervention de l’ACIA / CFIA Response Plan - Mme Sophie Benoit, ACIA
Holder of a bachelor’s degree in biology from the University of Montreal since 1997, Ms. Benoit began her career in the pork sector, notably as a farm manager. She joined the Canadian Food Inspection Agency in 2001 and has been an operations specialist since 2015. Her current responsibilities include supporting the inspectorate and the various associations concerning the various CFIA programs such as humanitarian transport, disease control, hatcheries and traceability. She has been involved in the emergency measures file since 2007 and has participated in the majority of health crises (avian influenza, bovine tuberculosis, chronic wasting disease of deer, etc.) in the country as a leader in the destruction of animals and in cleaning and disinfection. She is responsible for field interventions for Quebec in health crisis situations.
Plan d’action sur la gestion des surplus / Action Plan on Surplus Management - Mme Hélène Méthot, Forest Lavoie Conseil
Ms. Hélène Méthot graduated from Université Laval where she obtained her bachelor's and master's degrees in agronomy, and she is a member of the Ordre des agronomes du Québec. She served as General Manager of the Centre d'expertise en production ovine du Québec (CEPOQ) for 12 years after having been R&D coordinator for 4 years. Over the last 10 years of this mandate, Hélène was notably chosen by the industry as coordinator of the Filière ovine du Québec and as industry president of the Canadian Sheep Industry Value Chain Roundtable. In 2021, Hélène chose to continue her professional career as a consultant, mainly in the Canadian agri-food sector, and has collaborated regularly with Forest Lavoie Conseil. In 2023, she started a social economy NPO in veterinary services and in September 2024, she became a partner at Forest Lavoie Conseil.

Dr. Hébert has held a doctorate in veterinary medicine since 1991 and a fellowship in applied veterinary sciences since 1992, both from the Faculty of Veterinary Medicine at the Université de Montréal. He practiced population medicine in the swine sector from 1992 to 1994 and in the poultry sector between 1994 and 2018. During these years, he was involved in several committees related to these sectors of activity. He also contributed to the development and implementation of training on various topics related to population veterinary medicine. Since 2019, he has worked mainly on the development of animal health intervention plans for the Quebec Swine Health Team (EQSP) and the Quebec Poultry Disease Control Team (EQCMA) as a project manager.
Exercice de zone de contrôle (gestion des permis et déplacements) / Control Zone Exercise (permit and movement management) - Dre Caroline Meunier, ACIA
Graduated from the Faculty of Veterinary Medicine at the University of Montreal in 2002, Dr. Meunier practiced in the small animal sector for nearly 10 years before joining the Canadian Food Inspection Agency in 2013. Dr. Meunier held various positions at the CFIA before becoming a National Veterinary Specialist in animal health operations, in the operational orientation and expertise team, terrestrial animal disease control and traceability.

Projets d’élimination massive des animaux morts / Mass Disposal Projects for Dead Animals - Mme Marilène Halin, MAPAQ
With a bachelor’s degree in biochemistry and a master’s degree in molecular biology from the Université du Québec à Montréal, Ms. Halin began her career in the pharmaceutical industry. Since taking up her position as a biosecurity advisor at the Ministère de l’Agriculture, Pêcheries et de l’Alimentation du Québec (MAPAQ) in 2020, she has been involved in preparing for the mass elimination of animals in the event of emergency animal health measures.

M. Doyle has worked for the Government of Quebec for over thirty years. Holder of a doctorate in education and masters in management and biotechnology, he is currently Assistant Deputy Minister of Fisheries, Aquaculture, Trade, Processing and Intergovernmental Relations at the Ministry of Agriculture, Fisheries and Food. Married for 35 years, he is the father of two young professionals and grandfather of two young shoots.
